MEDELAdding to the "Declaration of Paris"
(Conseil d'Administration MEDEL, Paris, 22.10.2016).

Every day, as helpless onlookers, we see the terrible images of people dying at sea or on the frontiers of our countries. All of us have tales of emigration in our family trees, and all human beings are a result of the will, or the need, to change our location, our nation, or our continent. The history of mankind is nothing less than the history of migration.

Big BrotherThe public conference "Filing, Inform citizens – Passport for the protection of personal data" aims to present the European project of the same name, and an inventory of the different European practices on public data filing.

The inventory covers the European Union level (SIS II, VIS, EURODAC, ECRIS) and 14 Member States in four areas: education, health, police and justice. The partners of the project then utilised this inventory to carry out analysis and create communications tools addressed to a wide audience. Both the tools and analysis will be presented and discussed at the Conference.

This conference will be the opportunity to engage in a substantial dialogue with stakeholders working on data protection, such as European and national institutions as well as civil society, and to discuss the European legal framework on the matter.

Freedom of speechThe jurisprudence of the European Court of Human Rights reminds us that the freedom of expression is a basic pillar of a democratic society, a prerequisite for progress and development of each and everyone. This applies not just to information and ideas that we are keen to receive, or that we consider inoffensive or unimportant, but also to those that may harm, shock or raise concern of states or of any segment of the population. These are the requirements of pluralism, tolerance and open spirit, without which democratic society is inconceivable.

Consequently, the obligation of magistrates to be reserved should not reduce them to silence and conformism: As other citizens, magistrates are entitled to freedom of expression and should be able to voice their opinion on all subjects. They should take part in the democratic debates. Their opinions, enlightened by daily confrontation with the effects of laws passed by legislators, are useful to these debates.

Media and justice, between ambiguity and cooperation.

The relation between the media and the justice is very complex, going from the mutual support to different forms of pressure. The situation is even more ambiguous in the so called new democracies from the Central and South Eastern Europe, where the media is often controlled, and the justice system – subject of politician's disputes.
