Meeting in Belgrade

Appeal to enhance a EU fight against organized crime

In 1996, judges and prosecutors from several European Countries launched the Geneva Appeal. The Appeal denounced the fact that, in the shadows of the construction of Europe, there was another Europe in hiding – made of criminals, corrupt persons and fraudsters who found great chances of impunity in the opacity of economic and financial operations. Against this dark Europe, the Appeal signatories urged to get over the protectionism of national criminal systems and to establish a single European justice area.

In the 16 years which followed important changes occurred within the European Union. Now the single European justice area invoked by the Appeal is not only included in the Treaties, but it is a reality, though in progress.

Still, the dark Europe did not dissolve. On the contrary, it keeps prospering with an increasingly organised crime, accumulating and laundering profits on a global scale. The dark Europe has just became more insidious, stealing enormous assets, impoverishing and polluting the economy, politics and civil society.

Impunity

Helmut NewtonLa Déclaration de Philadelphie définissait, en 1944, les buts et les objectifs de l'Organisation Internationale du Travail.. Elle proclamait que "le travail n'est pas une marchandise, que la liberté d'expression et d'association est une condition indispensable d'un progrès continu, que la pauvreté, où qu'elle existe, constitue un danger pour la prospérité de tous, que tous les êtres humains, quels que soient leur race, leur croyance ou leur sexe, ont le droit de poursuivre leur progrès matériel et leur développement spirituel dans la liberté et la dignité, dans la sécurité économique et avec des chances égales."

De même, en France, le préambule de la Constitution de 1946, qui a toujours valeur constitutionnelle, proclamait, comme "particulièrement nécessaires à notre temps", des principes politiques, économiques et sociaux.

Ces droits fondamentaux sont aujourd'hui affaiblis au prétexte de la crise économique. Pourtant, il n'y a aucun rapport entre leur application et la crise.

L'argent sale est également canalisé vers les marchés financiers, vers des investissements ou spéculations aux apparences respectables.
