FranceThere is a intellectual efferscence about reforming Justice and Prosecution in France. But right now, nothing concrete has been decided.

Depuis 2012, de grands chantiers ont été lancés. Mais si les ambitions sont élevées, elles n'ont pour l'instant aucun effet sur la réalité concrète. Le parquet conserve son statut précaire. La réforme constitutionnelle qui devait mettre un terme au pouvoir du gouvernement dans les nominations a été abandonnée. Et la création d'un procureur financier apporte plus de confusion que de progrès.

The European Public prosecutorIt is today obvious that the more that borders of the single market are opened up, the more the persistence of legal frontiers proves disastrous. The Spanish general public prosecutor called for a European public proscutor in March 2010, stressing that "one of the main problems that arises when combating money laundering is that "borders have disappeared for criminals while our legal systems still operate a a strictly national level".

The Commission also has to respond to the high cost of fraud. VAT value losses amounted to €17 billion in Germany and €18 billion in United Kingdom .The Court of Audits of the EU lacks the means to conduct a related global estimate, but says the volume of VAT fraud could exceed the volume of the EU total annual budget (€140 billions). The fraud related with carbon gas emission permits alone is estimated to cost €5 billion in the EU.

Declatration of principlesThe Public Prosecutor is tasked with promoting the implementation of the law and ensuring the respect of legality, fundamental rights and equality before the law.

The Public Prosecutor must be a judiciary authority, independent of the executive branch.

For Medel, the magistrates who exercise the functions of the Public Prosecutor must enjoy the same freedoms and guarantees as those defined in its declaration on the European Statute of Magistracy.
